In order to ensure that the plan is adapted to an ever-changing environment, "The Basque Country in the Information Society" plan must contain flexible management elements to facilitate development.
At the same time, collaboration between the different public and private agents is a determining factor for incorporating the Basque Country into the Information Society. The Plan is a project that requires the participation and commitment of all of society.

INSTRUMENTS FOR MANAGING THE PLAN

• Government. Approves the Plan and its modifications
  
• Steering Committee of the "Basque Country in the Information Society" plan. Approves monitoring and assessment reports of the Plan, reviewing and proposing alterations.
  
• General Secretariat of the "Basque Country in the Information Society" Plan. Monitors execution of the Plan and prepares reports and proposals for modifications.
  
• Directorate of the Office for Administrative Modernisation. Will be in charge of preparing the strategy plan for on-line administration and will promote and coordinate projects in this area.
  

SPACES FOR PARTICIPATION

• Basque Foundation for Promoting Science and Technology, Innovation and Development of the Information and Knowledge Society . The Foundation was created to facilitate the second socio-economic transformation of the Basque Country. Its functions are: to enhance awareness and carry out promotional activities, to act as an observatory on future trends in its areas of action, to represent the Basque Country at forums related to these areas and to channel opinions and contributions.
  
• Infrastructures Committee. Will seek to promote progress in the area of telecommunications infrastructures.
