up the new social model will be. More than ever before, we
need our own project for building our future in order to progress.
OUR VISION: A DIGITAL BASQUE
COUNTRY FOR ALL
An active, enterprising and pace-setting
Basque Country, built around networks of collaborating people
- people who maintain their identity and at the same time
project out to the world; who make knowledge the driving force
for development; who are both tolerant and capable of attracting
and maintaining talent, integrating everyone into a common
project of coexistence.
Within this vision, each social partner will have their own
role:
- Citizens:
protagonists - integrated, trained and motivated.
- Businesses: driving forces and an example
for the development of the Information Society.
- Public authorities: Facilitating
and promoting change, acting as both reference and guarantor
for the necessary balance.
GOAL
The plan's overall strategic goal, which will guide these
actions, is:
To adapt Basque society to the new digital age, favouring
cultural change and placing the new technologies at the service
of all, to achieve greater quality of life and social balance
and to generate value and wealth in our economy.
STRATEGY FOR PROGRESS: AREAS
OF ACTION
In order to integrate the Basque Country efficiently into
the Information Society, the Plan pursues the harmonious and
balanced development of the areas of action that will form
the model for progress: Users, utilising and creating contents,
Contents and Services, contributing value to Internet and
Context enabling users to access contents and services.
A PROPOSAL FOR TRANSFORMATION
Indicators are required to accurately measure our progress
in achieving these goals. The indicators we have chosen for
each area of action are based on reliable statistical information,
guaranteed to remain constant over time. This also allows
comparison at an international level. The information used
is taken from the "Information Society Surveys"
conducted by the Basque Institute of Statistics (EUSTAT).
