A) CITIZENS
Our commitment consists of fostering
general use of the new technologies among all citizens, in
order to close the so-called "digital gap" (the
greatest deviation from the mean in society as a whole). Based
on the current situation, targets will be established in three
basic aspects: equipment, use and reduction of the digital
gap.

B) COMPANIES
The transformation proposed in this field consists of strategic
use by businesses of the new technologies as a source of competitive
advantage. It also involves the advancement of the IT and
Communications industries in the Basque Country, as a means
of diversifying of the manufacturing fabric of the area.
Based on the current situation, targets have been established
in two areas:
- Adaptation of traditional business,
with separate attention to micro-companies (companies with
less than 10 employees)
- Advancement of the IT and Communications
industry

C) PUBLIC ADMINISTRATION
Our aim is to create a public administration that is more approachable
and more accountable, which favours advancement of the Information
Society by offering added-value services over the Net.
Two sets of targets have been established: on-line information
and provision of services for processing official business.
Significant progress has been made in incorporating computerised
contents, although the number of transactional services on offer
is still limited.
The following targets have been set in this area:
- Information regarding on-line services:
Information on 100% of services will be available on the
Internet by 2005.
- Basic services with possibility
of on-line administrative transactions: By 2005, it will
be possible to process 60% of basic services over the Internet.
